MINOTES <br />CITY COLJNCIL <br />JULY 13, 1994 <br />Hanson pointed out that the 1994 street improvements <br />could be combined with 1995 projects, thus increasing <br />the project scope and resulting in some savings due to <br />economies of scale. <br />The Administrator reported that 1995 projects involve <br />water main work, therefore, economies of scale in <br />combining the projects may not be likely. However, <br />there would be a savings realized in bond issuance <br />costs. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 94-7-171 - REJECTING THE BIDS RECEIVED <br />FOR THE 1994 STREET IMPROVEMENT PROJECTS WITH <br />INSTRUCTION TO CITY STAFF TO REBID THE PROJECTS IN 1995 <br />FOR TI-IE SPRING CONSTRUCTION SEASON, AS WELL AS NOTIFY <br />THE AFFECTED PROPERTY OWNERS OF THE COUNCIL~S ACTION <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (3) Morelan, Pedersen, Hanson. <br />Nays (1) LaValle. Resolution declared adopted. <br />Hanson asked if rejection of the bids resulted in the <br />Jackson Street trail not being improved this year. <br />The Administrator replied affirmatively and clarified <br />that staff's recommendation did not involve a change in <br />the work scope for the project when rebidding occurs. <br />The Council would have to provide direction in that <br />respect. <br />Morelan pointed out the petition received by the <br />Council this evening on the path improvement, and <br />suggested that the issue be revisited in the spring. <br />Morelan suggested that the path improvement was an <br />appropriate item to be funded from the Capital <br />Improvement Fund, and suggested that the path be <br />prioritized with other items on the Capital Improvement <br />listing. <br />NOEL DRIVE The City Administrator reported that the City has <br />STORM SEWER obtained three quotations for installation of catch <br />IMPROVEMENT basins on Noel Drive. This storm sewer work is part of <br />an agreement that the City has with the Watershed for <br />the prevention of erosion into the ditch and Gervais <br />12 <br />
