MINUTES <br />CITY COUNCIL <br />J'ULY 13, 1994 <br />amendment, and felt the expansion should be allowed as <br />the City indicated in 1988. <br />Morelan asked what the property had been zoned <br />previously, and the reasoning for the rezoninq in 1988. <br />The City Planner replied that the property had been <br />zoned I-1. The property was rezoned because of its <br />visibility from the freeway and the City's desire to <br />encourage the highest quality building and use of that <br />corner due to this visibility. <br />Scalze asked if 0'Connell was willing to make changes <br />in the building that would bring it more into <br />conformance with the standards of the I-P District. <br />O~Connell described his plans to reconstruct the front <br />25 feet of the building, lowering the roof line in the <br />front, and improving the building with a stucco front <br />and new windows. O~Connell pointed out that he has <br />improved the building substantially from when he first <br />purchased it, and he would like to do further <br />improvements. 0'Connell stated that he likes his <br />location and would like to keep his business in the <br />City. O'Connell acknowledged that his building is a <br />pole building, but indicated that he cannot afford to <br />replace it. <br />Scalze asked if 0'Connell would still improve the front <br />of the building if the Zoning text amendment were not <br />approved, and the City allowed a 25% expansion of the <br />building. <br />0'Connell replied that he would probably make the <br />improvements. <br />Scalze stated that she would like to see 0'Connell <br />improve his building, and felt that the City should <br />allow the expansion up to 25% as was discussed in 1988. <br />Scalze stated that the City should refund the fees paid <br />by O'Connell for processing a Zoning text amendment and <br />CUP. <br />Morelan asked if 0'Connell planned to stucco more than <br />just the front of the building. <br />0'Connell replied that the Planning Commission <br />recommended that he stucco the north side of his <br />15 <br />
