This will result in a <br />savings of street restoration costs. <br />Hanson suggested that staff. determine the cost of the <br />water main project on Viking Drive west of Edgerton. <br />The Administrator reported that he would look at those <br />costs in relationship to the others reported. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-2-38 - INSTRUCTING CITY STAFF TO <br />REDRAFT THE WATER MAIN ASSESSMENT POLICY FOR <br />UNDEVELOPED AREAS OF THE CITY TO INCLUDE THE PARAMETERS <br />DISCUSSED, SPECIFICALLY MAXIMUM ASSESSMENT AT THE 1983 <br />CPI ADJUSTED RATE, WITH POLICY TO BE PRESENTED TO THE <br />COUNCIL FOR REVIEW <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />The Administrator suggested that the Council wait until <br />the policy is finalized to call for improvement <br />hearinqs for Keller Parkway and Viking Drive. However, <br />the Administrator felt the improvement process should <br />begin this year in order to test the new policy. <br />The City Attorney reported that the City has two time <br />limits in relation to improvements. The first is that <br />the improvement must be ordered within 6 months of the <br />improvement hearing. Secondly, unless the resolution <br />ordering the improvement states otherwise, the contract <br />for the improvement should be let within one year of <br />the resolution ordering the improvement. <br />Morelan pointed out that,before ordering a water main <br />improvement on Keller Parkway, the City would need firm <br />assurances from the County that the street <br />reconstruction project would be proceeding. <br />Scalze pointed out that there are some unique large <br />lots on Keller Parkway that could be developed. <br />The Administrator reported that he and the City <br />Engineer have analyzed that impact. An improvement <br />hearing for the project would tell the property owners <br />what water main would cost them individually. <br />Scalze pointed out that if an improvement is petitioned <br />for it takes three affirmative votes of the Council to <br />order it, otherwise it will take four.
