MINO'PES <br />CITY COUNCIL <br />FEBRUARY 9, 1994 <br />Morelan asked if the demographic questions will <br />identify the percentaqe of those being surveyed who are <br />transient. <br />Anderson replied that it would. The survey will break <br />down how long-term and short-term residents feel about <br />the issues. <br />Hanson asked about addressing the educational system. <br />Anderson pointed out that a good many of the people <br />being surveyed may not have school-age children, and <br />may feel differently than those with children in <br />school. <br />Hanson pointed out that there is very little that the <br />City can do about School District issues, therefore, <br />such questions on the survey may not be valid. <br />Niebuhr stated that it goes back to what decisions the <br />City can make and what the City makes the decisions <br />for. <br />Morelan asked for more information on the in-depth <br />business interview process. <br />Anderson replied that the in-depth interviews are <br />usually done via phone. Questions are open-ended, but <br />guided to keep on track with the issues. There are <br />follow-up questions to what is said. Niebuhr reported <br />that they have found the in-depth telephone interview <br />to be very effective. <br />Hanson stated that he would like locally-owned <br />businesses surveyed. <br />Pedersen pointed out that most businesses in the City <br />are not owned by residents. Pedersen pointed out that <br />all business owners in the City are stakeholders. <br />Scalze stated that the City would have to make sure <br />that the things the survey is asking are things the <br />City can do something about. One example would be to <br />ask their feelings on the height and size of signs. <br />Morelan felt that signs was something that both <br />businesses and residents should be asked about. <br />Scalze pointed out that 50 to 60% of the City's <br />households are multiples. Scalze did not feel the City <br />hears from those residents. <br />Morelan asked if there were sample survey questions <br />that would be reviewed. <br />Page 6 <br />
