t~tINU'PES <br />CITY COUNCIL <br />NEBRUARY 9, 1994 <br />Anderson replied that they like to begin by identifying <br />the issues and then developing questions about those <br />issues. <br />Morelan felt that the survey should not only address <br />whether or not residents are satisfied, but whether <br />services are adequate, are there more services the City <br />should be providing, and would residents be willing to <br />pay for additional services. <br />Hanson pointed out the need for a community-based <br />paramedic team or more senior housing as two areas to <br />address. <br />Pedersen agreed that the survey should address the <br />quality of the services the City is providing and what <br />the expectations of the citizens area. Morelan <br />suggested that redevelopment issues, capital <br />improvements, and taxes should be addressed. <br />The City Administrator suggested that the survey ask <br />about the City's street reconstruction policy and <br />determine whether residents would like to see these <br />costs addressed more through assessments or general <br />taxation. <br />Morelan indicated that the survey could ask how <br />residents prefer to pay for services. Morelan asked <br />how questions of this nature would be phrased. <br />Anderson replied that the questions would be phrased in <br />the residents' own words and could include implications <br />of costs. <br />Morelan suggested that the survey ask which three <br />businesses outside the City residents frequent the <br />most. Once those results are compiled, perhaps those <br />are the types of businesses the City should try to <br />attract. <br />Anderson suggested that even though residents frequent <br />a certain type of business, it does not mean they would <br />like to see that business located in their City. <br />The Administrator pointed out that the estimate <br />received from Decision Resources was quite a bit less <br />than the one from Anderson's firm. The Administrator <br />asked why there was such a large difference. <br />Anderson replied that the reason for the difference was <br />quality, and that his firm would do the survey <br />correctly. A lot of work is put into the design of the <br />questionnaire and the execution of the survey. The <br />information obtained would be accurate. Anderson <br />Page 7 <br />
