MIN[J'PES <br />CITY COUNCIL <br />AUGUST 10, 1994 <br />Scalze asked what the retaining wall on the north end <br />of Dianna Lane. <br />Desai reported that he owned the retaining wall on the <br />north end of Dianna Lane, and that wall was his <br />responsibility. Desai reported that when he purchased <br />his lot he had not reviewed the grading plan for the <br />site. Once he saw the plan and realized that the <br />grading would result in the loss of some pine trees, he <br />insisted that the gradinq plan be changed. The <br />retaining wall was then necessary so the pine trees <br />could be saved. Desai stated that the retaining wall <br />may be on City right-of-way, but he did not think so. <br />Desai indicated that this northern retaining wall is <br />clearly his responsibility. <br />Scalze pointed out that the Dianna Lane residents paid <br />for landscaping work in the middle of the cul-de-sac. <br />Desai reported that after Dianna Lane was improved, <br />there was a problem with cars racing around the two <br />large circles on the street. Desai reported that his <br />wife researched what could be done with these circles, <br />and found that the City of Burnsville had landscaped <br />areas in the center of similar cul-de-sacs. Desai <br />reported that four of the property owners bore the cost <br />of installation of these landscaped areas and continue <br />to maintain them. Desai reported that the Dianna Lane <br />residents are proud of their neighborhood, and if they <br />had anything to say about the retaininq walls at the <br />entrance to Dianna Lane, they would have done something <br />different. <br />Scalze felt the City would have done something <br />different as well. <br />Desai reported that in 1980 the Dianna Lane residents <br />were not aware that the street had not been accepted. <br />If they had known, they would have insisted that <br />something be done with the retaining walls. <br />Pedersen asked how many retaining walls existed on City <br />property, and if there was a policy in place governing <br />these walls. <br />The City Administrator pointed out that the retaining <br />walls which exist on City right-of-way are located on <br />LaBore Road and another on Sunrise Drive.
