MINi7TES <br />CITY COUNCIL <br />AUGUST 24, 1994 <br />are not, discourage children from climbing the towers. <br />There was no one from the general public present <br />wishing to comment on this matter. <br />LaValle asked if the City receives any tax dollars for <br />these tower structures. <br />Buell replied that C-CALL would expect to pay taxes <br />just like anyone else. <br />LaValle pointed out that the City of Shoreview charges <br />user fees for towers in their City in lieu of taxes. <br />Buell pointed out that C-CALL will be leasing land from <br />the property owner. <br />Hanson pointed out that a similar tower proposal is <br />beinq considered by the City of Vadnais Heights for a <br />tower in the County Road D area. That tower is <br />proposed to be 80 feet in height. it was indicated at <br />the Vadnais Heights Planning Commission at which this <br />tower was considered that chances are as cellular <br />service continues to grow, there will be need for fewer <br />and fewer towers. Antennas will be placed on tall <br />buildings instead. Hanson stated that while these <br />towers may provide revenue for the property owner <br />leasing the property, he did not believe they generated <br />any tax dollars to the City. <br />DeLonais suggested that the City establish a user fee <br />in lieu of taxes. <br />Upon motion by LaValle, seconded by Scalze, the public <br />hearing was closed. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 94-8-223 - APPROVING A CONDITIONAL USE <br />PERMIT TO ALLOW CONSTRUCTION OF A 100-FOOT TALL RADIO <br />TOWER AND MAINTENANCE BUILDING FOR ESSENTIAL SERVICES <br />AT 39 WEST VIKING DRIVE AS REQUESTED BY C-CALL <br />CORPORATION, SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AS CONTAINED IN HIS <br />REPORT DATED AUGUST 5, 1994 <br />13 <br />
