MINUTES <br />CITY COUNCIL <br />AUGUST 24, 1994 <br />Morelan indicated that a good auto body shop was not a <br />lot different from a muffler shop, for example. <br />Scalze pointed out that once the ordinance is amended, <br />the City could not discriminate between which body <br />shops would be allowed in the Business District and <br />which would not. Scalze also indicated that there are <br />no Industrial Districts in this City that she would be <br />afraid to go into. Scalze pointed out that there is no <br />problem at the other auto body shops in the City, and <br />Suburban Auto Body just presented a proposal to the <br />City for upgrading their building. Scalze pointed out <br />that Rice Street is not a depressed area, and there are <br />successful businesses located along Rice Street. Rice <br />Street is an area that the City has been trying to <br />upgrade. Scalze pointed out that the Council has spent <br />a lot of time discussing Rice Street redevelopment as <br />has the Community Pride Committee. Recently the City <br />had been presented with the concept of an upgrade <br />townhome development directly east of the site in <br />question this evening. Scalze indicated that that <br />developer is not happy with amending the zoning text to <br />allow auto body repair. <br />Scalze stated that she cannot see amending the zoning <br />text to allow auto body repair in the B-2 and B-3 <br />Districts when the City already has areas that are <br />zoned for this type of business. <br />LaValle pointed out that the body shops being <br />constructed today are very nice buildings, and <br />indicated that he would love to have an Abra located in <br />Little Canada. However, once the zoning text is <br />amended, any auto body shop would be allowed to locate <br />in those zones. The next body shop may not be of the <br />same quality as Abra is. <br />Gabrielson indicated that if the City puts enough <br />restrictions on the CUP for Abra, it will not have to <br />worry about the quality of the next auto body repair <br />shop wishing to located in the B-3 District. <br />Gabrielson stated that he had a difficult time seeing <br />the difference between Abra and the auto-oriented <br />businesses that are already permitted uses in the <br />business districts. Gabrielson commended the Council <br />for what they want to do along Rice Street, and again <br />indicated that with enough restrictions, auto body can <br />fit within that plan. <br />6 <br />
