MINUTES <br />CITY COUNCIL <br />AUGUST 24, 1994 <br />Hanson pointed out that the City can impose <br />restrictions, but there gets to be a point where those <br />restrictions become cost-prohibitive. <br />Gabrielson replied that enough restrictions will get <br />the City the best facility possible. A questionable <br />operator will not be able to comply with the <br />restrictions since they are usually very costly. <br />LaValle asked what happens five years from now when <br />Abra sells their facility to an operator who does not <br />comply with the restrictions imposed. <br />Benjamin reported that most of the Abra sites in the <br />Metro area are commercially zoned. Abra is willing to <br />meet all the criteria the City imposes. <br />Morelan asked for an explanation of the restrictions <br />that the Planning Commission recommended be imposed on <br />auto body repair in the B-2 and B-3 Districts. <br />The City Planner replied that the Planning Commission <br />recommended that all restrictions which currently apply <br />to minor auto body repair be imposed as well as a <br />limitation on outdoor storage of vehicles, lenqth of <br />time repaired vehicles can remain on the site, and that <br />overhead doors be allowed to remain open a maximum of <br />24 inches. <br />Morelan asked if any restrictions were made on odors <br />from the facility. <br />The City Planner replied that there were no additional <br />restrictions on emissions other than what the EPA <br />imposes. <br />Morelan stated that he would not oppose auto body <br />repair in the B-2 and B-3 Districts, provided that more <br />restrictions are imposes and that those restrictions <br />are enforceable. <br />Hanson asked if there was anyone from the general <br />public present wishing to speak on this matter. <br />Dennis 0'Connell, Suburban Auto Body, reported that <br />there are currently 9 auto body repair shops in the <br />City, all of which are located in areas which are zoned <br />to allow auto body repair. 0'Connell reported that he <br />7 <br />
