MINUTES CITY COUNCIL AUGUST 24, 1994 use. Gabrielson felt that Abra would be an enhancement to the Rice Street area. There were no further comments from the general public present. Morelan stated that he would like to table the matter for two weeks so that the City Planner could put together some restrictions for the Council to consider in allowing the text amendment. Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 94-8-219 - TABLING ACTION ON THE ZONING TEXT AMENDMENT AND CONDITIONAL USE PERMIT REQUESTED BY ABRA AUTO BODY & GLASS UNTIL THE SEPTEMBER 14, 1994 REGULAR COUNCIL MEETING The foregoing resolution was duly seconded by Pedersen. Ayes (2) Morelan, Pedersen. Nays (3) LaValle, Scalze, Hanson. Motion denied. Upon motion by Scalze, seconded by LaValle, the public hearing was closed. Morelan opposed closing the public hearing. Hanson pointed out that action would be necessary on the Conditional Use Permit application only if the Zoning Text Amendment is approved. Pedersen pointed out that the City is beginning the process of updating its Comprehensive Plan. Pedersen stated that he wished the Abra proposal had been submitted after the Comp Plan update is completed, since he believed a lot of the issues raised this evening will be addressed as part of that process. Pedersen pointed out that at this point the Council is addressing issues on a case-by-case basis, where the process of updating the Comp Plan will involve addressing these issues. Pedersen stated that at this point he could not support the Abra proposal since the appropriate discussion has not taken place. Morelan stated that he would agree, and could not support the Abra proposal this evening. Morelan felt, however, that with the appropriate restrictions the Abra proposal could work. 9
