MINiJTES <br />CITY COUNCIL <br />SEPTENIBER 14, 1994 <br />Morelan reported that last year there was some <br />discussion about budgeting some dollars for economic <br />development. This was not done, and Morelan noted that <br />the proposed 1995 Budqet does not include any economic <br />development funding. Morelan pointed out that once the <br />preliminary levy is set, it oannot be increased. <br />Therefore, this is the Council's opportunity to add <br />items to the budget that it feels necessary. <br />The City Administrator reported that as the City's Tax <br />Increment Financing Districts age, the City has the <br />opportunity to collect administrative fees from these <br />districts. These fees could then be used for economic <br />development. The Administrator estimated that the City <br />could collect $40,000 in TIF administrative fees over <br />time. <br />Morelan asked if there are accrued expenses to offset <br />the fees. <br />The Administrator replied that there would be minimal <br />expenses involved. <br />Morelan pointed out that the proposed 1994 Budget <br />included funding for a recycling intern. This position <br />was cut from the 1994 Budget. Morelan asked if the <br />need was still there. <br />The City Administrator pointed out recent discussion <br />about the use of a community service officer or intern <br />to address code enforcement matters. This position <br />could overlap into other areas as well. The <br />Administrator reported that the 1994 Budget includes <br />funding for ten weeks for such a position, and the 1995 <br />Budget includes this as a 9-month position. <br />Scalze stated that she had a concern that salaries <br />reflect a 7.6o increase over 1994 levels. Scalze <br />commented that she understands that the 7.6% includes <br />both salary step increases averaging 3.2% as well as <br />adjustments to salary scales of approximately 4.4%. <br />Scalze felt, however, that a total 7.6% increase was <br />too fat. <br />LaValle pointed out that salaries would be discussed at <br />a future budget workshop meeting. <br />Morelan reported that he has discussed salary increases <br />15 <br />
