MINiJTES CITY COUNCIL SEPTENIBER 14, 1994 Morelan reported that last year there was some discussion about budgeting some dollars for economic development. This was not done, and Morelan noted that the proposed 1995 Budqet does not include any economic development funding. Morelan pointed out that once the preliminary levy is set, it oannot be increased. Therefore, this is the Council's opportunity to add items to the budget that it feels necessary. The City Administrator reported that as the City's Tax Increment Financing Districts age, the City has the opportunity to collect administrative fees from these districts. These fees could then be used for economic development. The Administrator estimated that the City could collect $40,000 in TIF administrative fees over time. Morelan asked if there are accrued expenses to offset the fees. The Administrator replied that there would be minimal expenses involved. Morelan pointed out that the proposed 1994 Budget included funding for a recycling intern. This position was cut from the 1994 Budget. Morelan asked if the need was still there. The City Administrator pointed out recent discussion about the use of a community service officer or intern to address code enforcement matters. This position could overlap into other areas as well. The Administrator reported that the 1994 Budget includes funding for ten weeks for such a position, and the 1995 Budget includes this as a 9-month position. Scalze stated that she had a concern that salaries reflect a 7.6o increase over 1994 levels. Scalze commented that she understands that the 7.6% includes both salary step increases averaging 3.2% as well as adjustments to salary scales of approximately 4.4%. Scalze felt, however, that a total 7.6% increase was too fat. LaValle pointed out that salaries would be discussed at a future budget workshop meeting.
