MINUTES <br />CITY COUNCIL <br />SEPTEFIBER 14 , <br />1994 <br />with the City Administrator and has no problem with his <br />recommendations based on the City's current system. <br />However, Morelan believed that the City should be <br />looking more to merit increases versus longevity <br />increases. Morelan pointed out the situation where you <br />have two employees in the same job, one doing an <br />adequate job and the other doing an excellent job. <br />Morelan did not believe it was fair to give both <br />employees the same amount of increase. <br />Scalze reported that she has discussed salaries with <br />the City Administrator, and believes that some of his <br />recommendations reflect what Morelan is suggesting. <br />Scalze stated that overall a 7.6% increase in salaries <br />seems high, but this discussion will taken place at a <br />future workshop. <br />Morelan asked if additional dollars should be budgeted <br />for street sweeping given the benefits that the City <br />might achieve in sweeping the City twice each year <br />rather than once. <br />The City Administrator reported that the budget <br />includes funds for sweepinq the City once. However, <br />depending on the cost of sealcoating, there may be <br />additional dollars for a second sweeping. <br />Morelan asked if the budget should be increased to <br />guarantee a second sweeping. <br />LaValle asked if there was some cooperative funding <br />available for additional street sweeping. <br />Scalze replied that one of the goals of the Watershed <br />is to get streets swept more often. <br />The City Administrator estimated that it would cost an <br />additional $2,000 for a second sweeping given that <br />volummes would not be as great as during the initial <br />sweep depending on when the sweeping occurs. The <br />Administrator felt that this matter could be discussed <br />later in the budget process since there were dollars <br />that could be traded from other areas. <br />There were no additional discussion on the preliminary <br />1995 Budget. <br />Mr. LaValle introduced the following resolution and <br />16 <br />
