The Planner estimated that the Comp Plan <br />would be ready for adoption in the Spring. <br />Pedersen pointed out the existing development <br />moratorium imposed on the Rice Street TIF District, and <br />asked if the moratorium should be extended to include <br />the entire lenqth of Rice Street until the issues are <br />resolved. <br />Scalze pointed out that Rice Street is the area over <br />which there is the most concern. <br />The City Planner felt that the comp plan process can be <br />accelerated for the Rice Street area. <br />Scalze felt that a development moratorium should be <br />placed on the B-3 properties until the comp plan update <br />is completed. <br />Pedersen stated that he would hope the Abra proposal <br />would fall under such a moratorium since he did not <br />want to act on that application until the Comp Plan <br />process is completed. <br />Mrs. Scalze introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 387 - AN INTERIM ORDINANCE ESTABLISHING A <br />90-DAY DEVELOPMENT MORATORIUM ON ALL GENERAL BUSINESS <br />(B-3) DISTRICTS BASED ON THE CITY PLANNER REPORT DATED <br />SEPTEMBER 8, 1994 AND THE FACT THAT THE PLANNING <br />COMMISSION IS IN THE PROCESS OF UPDATING THE CITY~S <br />COMPREHENSIVE PLAN <br />The foregoing ordinance was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, LaValle, Morelan. <br />Nays (1) Hanson. Ordinance declared adopted. <br />The City Attorney reported that this ordinance would <br />affect the Abra application and preclude development <br />within the B-3 Districts until the conclusion of the <br />moratorium. <br />The City Administrator stated that there would be no <br />further processing of the Abra application at this <br />time. <br />16 <br />
