MINUTES <br />CITY COUNCIL <br />SEPTFI~'iBER 28, 1994 <br />Mrs. Scalze introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 387 - AN INTERIM ORDINANCE ESTABLISHING A <br />90-DAY DEVELOPMENT MORATORIUM ON ALL GENERAL BUSINESS <br />(B-3) DISTRICTS WITHIN THE CITY ABUTTING RICE STREET <br />BASED ON THE CITY PLANNER REPORT DATED SEPTEMBER 8, <br />1994 AND THE FACT THAT THE PLANNING COMMISSION IS IN <br />THE PROCESS OF UPDATING THE CITY~S COMPREHENSIVE PLAN <br />The foregoing ordinance was <br />Ayes (4) Scalze, Pedersen, <br />Nays (1) Hanson. Ordinance <br />duly seconded by Morelan. <br />LaValle, Morelan. <br />declared adopted. <br />RECESS At this point in the meeting, 9:05 P.M., Council took a <br />short recess. The meeting was reconvened at 9:17 P.M. <br />COMMiTNITY The City Administrator presented the community survey <br />SURVEY draft prepared by Decision Resources. The <br />Administrator reported that staff has raised some <br />concerns with a few of the questions. Also, the survey <br />length is longer than originally planned. The survey <br />has been forwarded to the Park & Recreation Commission <br />and the Planning Commission for review and comment. <br />The Administrator recommended that another workshop <br />meeting be held to review the survey questionnaire in <br />more detail. <br />It was the consensus of the Council that a workshop be <br />held on Wednesday, October 26, 1994 at 6:30 P.M. at <br />City Hall to review the community survey questionnaire. <br />DESIGNATE The City Administrator reviewed his recommendation for <br />MERRI the designation of Merri Nadeau as a full-time Public <br />NADEAU AS Works employee. The Administrator pointed out that <br />FULL-TIME for the past couple of years Nadeau has been working <br />E[~iPLOYEE full-time hours in Public Works. Therefore, there is <br /> the need for the full-time position, the addition of <br /> another full-time employee will add another person to <br /> the on-call schedule, and the Public Works <br /> Superintendent supports the recommendation. The <br /> Administrator noted the City's policy of advertising <br /> full-time positions. The Administrator recommended an <br /> exemption in this case qiven Nadeau's excellent <br /> performance as a Public Works employee over the past <br /> four years.
