MINi7rES <br />CITY COUNCIL <br />SEPTII~'iBER 28, 1994 <br />students on their attitudes, behaviors and needs. <br />Similar presentations will be made on Tuesday October <br />18th at Trinity Baptist Church and on Wednesday, <br />October 26th at the Fairview Community Center <br />Morelan reported that Dr. Benson spoke at a recent <br />Ramsey County League meeting and felt his presentation <br />was excellent. <br />Hanson reported that he and his wife recently attended <br />the 55 Alive Drivinq Course put on at City Aall. <br />Hanson felt the course was very beneficial, and noted <br />that completion of the course results in a 10% <br />insurance savings for senior citizens. Another session <br />is scheduled for October 27 and 28. Interested seniors <br />can contact City Hall for information. <br />Morelan reported that the week of October 9th is <br />National Fire Prevention Week. In addition to the fire <br />prevention programs that the Fire Department will be <br />conducting in local school that week, the Fire <br />Department will be hosting an Open House the afternoon <br />of Sunday, October 16th. <br />CUP FOR Hanson opened the Public Hearing to consider the <br />FENCE - application for Conditional Use Permit for a special <br />ARCADE purpose fence allowing barbed wire on top of a <br />ELECTRIC storage enclosure fence which is adjacent to a <br />residential area as requested by Mr. Ed McCUmber, <br />Arcade Electric, 608 East County Road D. It was noted <br />that the Planning Commission voted 3 in favor and 3 <br />against approval of the Conditional Use Permit. <br />Mr. Bob Jackson reported that his property abuts the <br />McCumber property on the southeast. Jackson stated <br />that when he purchased his property 15 years ago he did <br />it knowing full well that the business was there. <br />However, when he purchased his property it was his <br />understanding that a wooden fence to screen the outdoor <br />storage was a requirement of the Conditional Use <br />Permit. The wood fence constructed was damaged in <br />1983, and replaced with a chain-link fence. Jackson <br />reported that he objected to the chain-link fence at <br />the time. McCumber preferred the chain-link material <br />for security and maintenance reasons. <br />Jackson reported that at the time the chain-link fence <br />2 <br />
