MINUTES <br />CITY COiJNCIL <br />SEPTEbIBER 28, 1994 <br />fences erected primarily for security must have arms <br />facing inward on which barbed wire may be strunq. <br />Barbed wire is not specifically defined in the <br />ordinance. <br />Jackson reported that he objected initially to the <br />chain-link fence and is now objecting to barbed wire. <br />Jackson agreed that the fence was not an issue at this <br />time, and apparently meets current requirements. <br />Jackson stated that he is objecting to the barbed wire, <br />and felt an alternate solution was not too difficult to <br />come up with. At a minimum, Jackson stated that he <br />would like to see the fence and barbed wire covered <br />with vines. <br />Mrs. McCumber felt it more hazardous to cover the <br />barbed wire since someone climbing into the storage <br />area may not be aware the barbed wire is there. <br />Jackson stated that his concerns dealt with safety as <br />well as aesthetics. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by Scalze, seconded by Morelan, the public <br />hearing was closed. <br />Scalze agreed that the issue before the Council was the <br />CUP for barbed wire on top of an existing fence. <br />Scalze felt that the CUP should be denied since the <br />barbed wire was adjacent to a residential neighborhood, <br />and there were a number of children in the area that <br />have climbed the fence. Scalze did not feel it was <br />appropriate to have barbed wire on top of a fence <br />adjacent to a residential area. Scalze felt the <br />problem was the spot zoning of the McCumber property as <br />Industrial, surrounded by Residential property. Scalze <br />apologized for any inaccurate information that City <br />staff might have given, but felt the Code must be <br />upheld and all property owner treated fairly. <br />Morelan indicated that McCumber may have been qiven bad <br />information, and if that is the case, Morelan did not <br />feel McCumber should absorb the cost of removing the <br />barbed wire. Morelan suggested that the City remove <br />the barbed wire or pay a contractor to do so, and <br />reimburse McCumber the initial cost of putting up the <br />6 <br />
