MINUTES <br />CITY COUNCIL <br />SEPTEP'IBER 28, 1994 <br />barbed wire. <br />The City Administrator agreed that this was a way to <br />correct something that was done as a result of what may <br />have been a mis-statement of facts by staff. The <br />Administrator was concerned about how this action miqht <br />be perceived. The Administrator stated that while he <br />had no reason to doubt what Mr. McCumber was saying, <br />the employee that may have made the judgement is no <br />longer here. <br />Scalze suggested that the former building inspector be <br />contacted to determine the facts. <br />The Administrator suggested that Morelan's suggestion <br />be subject to the facts being established that the City <br />did give McCumber bad information. <br />Morelan pointed out that the cost to put up the barbed <br />wire was under $500 since that is the point at which a <br />building permit is required. <br />McCumber replied that that was correct. McCumber <br />pointed out the problem of children trespassing onto <br />his property. McCumber suggested that barbed wire <br />would keep kids out of the property or slow them down <br />versus them getting hurt on the equipment kept in the <br />outdoor storage area. <br />Mrs. McCumber again pointed out that the City informed <br />them that the barbed wire could be installed. <br />LaValle felt that McCUmber had the right to protect his <br />property, and suggested that if the Sheriff's <br />Department and his insurance company are recommending <br />the barbed wire as a deterrent to the theft that has <br />been going on, it should be permitted. LaValle stated <br />that the vines suggested by Mr. Jackson would take <br />years to grow, and by that time the pine trees on the <br />Jackson property would provide adequate screening. <br />LaValle pointed out that McCumber is having a problem <br />with the day-to-day operation of this business given <br />the theft that has been occurring. LaValle felt that <br />if the barbed wire deters the theft problem, the City <br />had the obligation to approve the CUP. LaValle pointed <br />out that the arms on the fence are facing in, otherwise <br />he would ask that they be changed to do so. <br />7 <br />
