McCUmber felt Mr. Jackson's <br />objection was to the chain-link fence. <br />Jackson stated that he was objecting to the barbed wire <br />as well. <br />McCumber reported that his business has occupied the <br />site for 18 years and pointed out that the property was <br />zoned Industrial when he purchased it. McCumber again <br />pointed out that he checked with City Hall before <br />installing the barbed wire, and noted the <br />recommendations from the Ramsey County Sheriff's <br />Department and approval of his insurance oompany for <br />the barbed wire. <br />Morelan asked if McCumber had a letter from the City <br />stating that the barbed wire was permitted and that a <br />building permit was not required. <br />McCumber replied that he obtained this information <br />verbally from the City after identifying the issues and <br />himself. McCumber again pointed out that the fence <br />issue was settled lonq ago, the issue is the barbed <br />wire. <br />The City Administrator pointed out that the Building <br />Inspector is no longer employed by the City, therefore, <br />is not here to defend himself. The Administrator <br />reported that he reviewed the ordinance and it states <br />that chain-link with slats is an acceptable screening <br />material provided that it is maintained properly. The <br />Administrator reported that the barbed wire came up as <br />a code enforcement issue when it was called to his <br />attention on a complaint basis. In June the first <br />letter was sent to Mr. McCumber on the matter. After <br />that letter was sent, Mr. McCumber met with the Planner <br />to discuss the compliance issue. Because of the <br />circumstances the City waived the majority of the fees <br />involved in processing a CUP application. <br />LaValle asked if the City received a complaint about <br />the barbed wire. The Administrator replied that a <br />complaint was received. <br />Rocky Waite asked the definition of a barbed wire <br />fence. <br />The City Planner indicated that the Code says that <br />
