Jackson stated that he was objecting to the barbed wire as well. McCumber reported that his business has occupied the site for 18 years and pointed out that the property was zoned Industrial when he purchased it. McCumber again pointed out that he checked with City Hall before installing the barbed wire, and noted the recommendations from the Ramsey County Sheriff's Department and approval of his insurance oompany for the barbed wire. Morelan asked if McCumber had a letter from the City stating that the barbed wire was permitted and that a building permit was not required. McCumber replied that he obtained this information verbally from the City after identifying the issues and himself. McCumber again pointed out that the fence issue was settled lonq ago, the issue is the barbed wire. The City Administrator pointed out that the Building Inspector is no longer employed by the City, therefore, is not here to defend himself. The Administrator reported that he reviewed the ordinance and it states that chain-link with slats is an acceptable screening material provided that it is maintained properly. The Administrator reported that the barbed wire came up as a code enforcement issue when it was called to his attention on a complaint basis. In June the first letter was sent to Mr. McCumber on the matter. After that letter was sent, Mr. McCumber met with the Planner to discuss the compliance issue. Because of the circumstances the City waived the majority of the fees involved in processing a CUP application. LaValle asked if the City received a complaint about the barbed wire.
