MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 1994 <br />revenue. <br />The City Administrator reported that past building <br />permit revenues reflect one-time projects that the City <br />did not plan on. These include the St. Jude Medical <br />project as well as the Presbyterian Homes project. The <br />Administrator pointed out that other than the D& T <br />Trucking project planned for 1995, he was not confident <br />of any other large developments occurring during the <br />upcoming year. The Administrator reported that in <br />estimating 1995 development, he checked the available <br />lots in various subdivisions of the City and tried to <br />estimate a reasonable amount of development that might <br />occur during the next year. If there is a down-turn in <br />the construction market, the City could be in trouble <br />if building permit revenues are over-estimated. He <br />emphasized that lower building permit activity <br />translating to lower revenues will not be offset by <br />lower expenses on a one-to-one basis. The <br />Administrator stated that he will look at this revenue <br />item closer in the next couple of months and pointed <br />out that there is the possibility of a townhome <br />development occurring on Minnesota Street which was not <br />included in this initial estimate. <br />Morelan pointed out that any increase in building <br />permit revenue will result in an increase in expenses, <br />given the fact that the City is currently contracting <br />for building inspection services. <br />The Administrator pointed out that the road maintenance <br />revenue paid to the City by the County in past years <br />has been eliminated for 1995 as a result of the <br />functional consolidation process. <br />The Administrator next reviewed Fine revenue pointing <br />out that false alarm fine revenue could be adjusted <br />upward, however, the bulk of this revenue comes in at <br />the end of the year. The Administrator pointed out <br />that false alarm fines were increased, and he would <br />like additional data on 1994 revenues before <br />recommending an increase in revenues for 1995. <br />In reviewing Miscellaneous revenue, the City <br />Administrator pointed out that revenue listed as <br />"Refunds - Insurance/Other" is the insurance dividend <br />paid from the League of Minnesota Cities Trust based on <br />the City's experience as well as overall group <br />3 <br />
