This revenue is never guaranteed, and the <br />amount to be received, if any, is not known until <br />December of the current budget year. The City~s claim <br />history has been good in the past, but the Mover's <br />Warehouse lawsuit could have a serious effect on the <br />City's refund. <br />Morelan asked if the League could invoice the City for <br />additional premium based on the cost of defending the <br />Mover's Warehouse lawsuit. <br />The City Administrator did not believe so, but <br />indicated that he would check on this. <br />The Administrator pointed out the TIF Administration <br />Fee listed under Revenues. This is a fee to offset the <br />cost of administering the St. Jude TIF District. The <br />fee can be collected over the life of the TIF District, <br />which is approximately six or seven years. <br />Morelan noted that the City's fiscal disparities <br />contribution went down by 1.54% for 1995. Morelan <br />asked if that was the result of devaluation of <br />commercial properties in the City. <br />The Administrator confirmed that statement. <br />The Administrator began a review of General Fund <br />Expenditures. General Government expenditures are <br />proposed at $324,235, or a 4.68% increase over 1994. <br />Increases provide for a Council/Staff goal setting <br />session under Mayor/Council. Limited dollars are <br />budgeted under Elections, since there is no election <br />during 1995, but the City has some on-going voting <br />machine maintenance costs. <br />Under Administration the Administrator proposed that <br />the City~s contribution toward employee health <br />insurance costs remain at the $318 per employee cap, <br />which the Administrator believed was slightly above <br />average. The Administrator reported that premium <br />increases for 1995 could be anywhere from 0 to 15% <br />depending on the group's experience. The Administrator <br />reported that the City has a mini-cafeteria plan <br />wherein the employee can pay for health insurance costs <br />with pre-tax dollars. This savings accrues to both the <br />employee and the City. The Administrator also reported <br />that additional analysis is being done of the City's <br />4 <br />
