MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />RAMSEY Bruce Thompson, Ramsey County Charter Commission, <br />COUNTY appeared before the Council to discuss the two charter <br />CHARTER amendments which will be on the November ballot. The <br />COMMISSION first has to do with no net loss of parks and open <br />space. A yes vote for this amendment would mean that <br />the County Board must maintain a policy requiring no <br />net loss of park or open space before it can convert <br />county park or open space to other uses. A no vote <br />will mean that the County Board could change its <br />existing policy and allow the sale or lease of park or <br />open space property for non-park purposes. <br />Thompson reported that the second amendment addresses <br />vacancies in the elected offices of Sheriff or <br />Attorney. A yes vote would mean that appointments to <br />fill a vacancy would be in effect until the next <br />general election, thereby resulting in a maximum of a <br />two year term on an appointment basis. A no vote would <br />mean that appointments to fill a vacancy for the <br />remainder of the term could be up to four years in <br />length. <br />Thompson reported that the Charter Commission has <br />studied both of these issues and is recommending that <br />citizens vote yes for each. Thompson asked if the <br />Council or general public had any questions. <br />Aanson noted that the Friends of Parks and Trails of <br />Ramsey County are supporting a yes vote on the no net <br />loss of parks and open space issue. <br />Thompson replied that that is correct. Thompson <br />reported that currently the County Board has a policy <br />of no net loss of parks and open space. However, this <br />is only a policy and could be reversed upon a majority <br />vote. Passing this amendment would be the best way to <br />ensure no net loss of park space in the County. <br />FIRE Mayor Hanson welcomed members of the Little Canada <br />DEPARTMENT Volunteer Fire Department and their families. Hanson <br />COMMENDATION noted that this being Fire Prevention Week it was <br />timely to give some acknowledgement to the City's Fire <br />Department. Hanson pointed out the article in this <br />week's issue of the Little Canada Press on the April <br />fire which occurred at the Canabury Townhome complex <br />and the efforts of individual fire fighters and the <br />3 <br />
