MINiITES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />that there are also three hydrant repairs necessary <br />this fall. <br />Scalze asked when the graffiti on the booster station <br />would be cleaned up. <br />The Superintendent replied that the graffiti would be <br />cleaned up on Friday. The cleaning will include a <br />coating which would allow a future incident to be <br />cleaned up by Public Works using a power washer. <br />However, the coating is only good on a one-time basis. <br />Cost of the cleaning will be $700. The Superintendent <br />reported that he would be evaluating other options for <br />addressing the problem, such as an alarm system or <br />additional lighting. <br />Morelan asked about the cost of audit services. <br />The Administrator felt that audit costs could be <br />reduced once final numbers are available. <br />Morelan asked if the Other Income category included the <br />income the City received for the cellular towers on the <br />water tower. <br />The Administrator replied that it did, and pointed out <br />that the City will be able to impose an increase in <br />this fee during 1995 based on the CPI adjustment. <br />The Administrator began a review of the Sewer Budget, <br />pointing out that he reduced the amount of general <br />customers based on current billings. Also, temporary <br />employee expense was increased $250 to reflect the <br />meter reading program. The big increase in this <br />budget, however, is due to the rates being charged the <br />City by the MWCC. The MWCC has passed on another large <br />rate increase that includes an adjustment on our 1993 <br />experience. <br />Morelan pointed out previous discussion about MWCC <br />efforts to level out rate increases, and asked what has <br />been done to accomplish this. <br />The Public Works Superintendent pointed out that the <br />Metropolitan Council has taken over the MWCC and due to <br />this restructuring, a program for leveling out <br />increases has not been finalized. <br />Morelan pointed out that this was the number one <br />9 <br />
