MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />Morelan asked the percentage increase the City will <br />have to pass on to its water customers during 1995. <br />Based on the rate increases being passed on to the City <br />by the Board of Water Commissioners, the Administrator <br />indicated that a 4.2% increase may be necessary. Last <br />year's increase was approximately 5%, while St. Paul's <br />charges were up in the 3% to 5% range. <br />Morelan pointed out that the water fund for the City of <br />St. Paul is a profit-making venture, and felt there may <br />be room for negotiation in the rates St. Paul is <br />charginq. <br />Hanson reported that the water bill he received this <br />quarter, as well as one received by a friend, were <br />exactly the same. Hanson asked if this were a <br />coincidence. <br />The City Administrator replied that he will have the <br />Utility Billing Clerk check this out. <br />The City Administrator pointed out that the category <br />for temporary employee is up by approximately $250 to <br />cover the cost of a temporary meter reading employee. <br />The cost of full-time employees has been adjusted <br />downward to reflect projections. <br />The Administrator pointed out that the 1995 Water <br />Budget shows a projected net loss of $33,467. To <br />offset this loss projection, a 4% rate adjustment would <br />be necessary. The Administrator reported that rates <br />would be looked at after the first of the year after <br />fourth quarter billings have been sent. <br />Morelan asked what Other Revenues were. <br />The Administrator replied that this is revenue from <br />permits for water connections and temporary meters on <br />hydrants. <br />Morelan pointed out 1994 repair and maintenance <br />expenses. <br />The Administrator informed the Council that there was a <br />$9,000 repair necessary to the booster station. These <br />types of emergency repairs are very difficult to budget <br />for. The Public Works Superintendent has indicated <br />8 <br />
