MINUTES <br />CITY COUNCIL <br />APRIL 9, 2025 <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />APPROVE NEW JOB DESCRIPTION FOR UTILITY BILLING/ADMINISTRATIVE <br />SUPPORT SPECIALIST <br />The City Clerk provided background information on the organizational study that was completed in <br />2022, along with the recommendations it contained for staffing positions. She stated that in 2024 and <br />2025, a 20-hour per week administrative position was budgeted to fill the identified gap, but that <br />position had not yet been hired because of potential changes in the building department. She stated <br />that there is a dire need for additional front office backup. She stated that with the resignation of the <br />part-time utility billing clerk, staff believe that this is an opportunity to combine the two positions into <br />one full-time position. She stated that she hopes to post the position as soon as possible, as the <br />position is technical and requires quite a bit of training. She asked the Council to approve the new job <br />position and authorize posting for the job. <br />Mayor Fischer stated that unfortunately, an employee has resigned but that has presented the <br />opportunity to better streamline and enhance customer service. <br />Miller asked if this position would reduce the burden on senior staff to cover the front desk. He asked <br />the number of hours senior staff are currently spending covering the front desk, The City Clerk <br />confirmed that to be correct. She noted that the most recent stretch is eight days, where senior staff is <br />covering the front desk, as the front desk person is on vacation. She stated that this will release the <br />senior staff from that duty to focus on their jobs and also devote a full-time employee to the utility <br />billing/administrative support position. <br />Mayor Fischer referenced the previous model, which had three part-time positions, and asked if this <br />new model for two full-time positions would provide better coverage. The City Clerk confirmed that <br />this would provide better coverage as there will be two people here every day, rather than coordinating <br />different days and hours. She stated that staff would ensure that time off is not scheduled for the same <br />time for these two positions. She confirmed that it will also be easier to attract the right candidate for a <br />full-time position rather than a part-time position. <br />Gutierrez introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-4-57 — APPROVING THE NEW UTILITY <br />BILLINGIADMINISSTRATIVE SUPPORT SPECIALIST JOB DES CRIP TION A ND <br />A UTHORIZING POSTING OF THE NEW FULL-TIME POSITION <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5). Resolution declared adopted. <br />AUTHORIZE SUBMISSION OF GRANT APPLICATION TO THE MET COUNCIL <br />COMMUNITY TREE PLANTING PROGRAM <br />The Parks and Recreation Director explained that the city is pursuing a grant opportunity improve the <br />city's tree canopy. He provided more information on the grant program and identified areas of the <br />community that would rate highly for the program. He stated that the city does have funds budgeted <br />3 <br />
