MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 9, 2025 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 9' day of April, 2025 in the Conference Room in the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members Miller, Gutierrez, <br />Malone and Kwapick. Absent: none. <br />ALSO PRESENT: Acting City Administrator Laura Linehan, Community Development Director <br />Ben Harrington, Parks & Rec Director Steve Anderson and City Clerk/HR Manager Heidi Heller. <br />PROPOSAL FOR UTILITY BILLING/ADMINISTRATIVE SUPPORT SPECIALIST <br />The Finance Director reported that the current 20 hour per week part-time utility billing employee <br />has submitted her resignation effective April 28, 2025. He explained that there is also a 20 hour per <br />week administrative support position in the budget but has not yet been filled, so this is a good <br />opportunity to instead hire a full-time position that would be utility billing and provide front office <br />back up and administrative support. Staff has drafted a new job description for a Utility <br />Billing/Administrative Support Specialist position that would be full-time and be the immediate <br />back up for the Customer Service Specialist instead of the accountant. Staff ensured that adding <br />one full-time staff is a better option than two part-time staff, and will likely more interest and <br />longevity to hire a full-time position. The Finance Director noted that if the city partners with a <br />third city for building inspections, there may be need for more administrative help but that would be <br />determined later if the partnership does occur. <br />There was Council consensus to support a new full-time Utility Billing/Administrative Support <br />Specialist position. <br />UPDATED CITY CODE CHAPTER 805 FOR MOBILE FOOD AND VENDING UNITS <br />The City Clerk/HR Manager explained that the current wagon vendor city code was adopted in <br />1961 and has only had a minor amendment since but needs to be updated. She stated that the city <br />has not had any problems with food trucks and has only issued Wagon Vendor licenses to food <br />trucks that are parked in the same place for more than just a few days. She noted that only one <br />license has been issued to one food truck operator in the last nine years. She stated that staff is <br />recommending simply drafting conditions of operation in the city instead of issuing licenses. She <br />noted that other cities have stopped issuing licenses and simply have performance standards listed <br />in their city codes. <br />Council discussed whether to restrict mobile food units from operating near restaurants but opted <br />not to unless problems arise in the future, or the city receives complaints from restaurant operators. <br />There was Council consensus to adopt the city code chapter 805 language as proposed. <br />
