MINUTE5 <br />CITY COUNCIL <br />OCTOBER 26, 1994 <br />around, but there is the need for cooperation from <br />other property owners in the area in order to fulfill <br />the hopes of the majority. <br />LaValle stated that he would be hard-pressed to <br />consider the condemnation of an existing tax-paying <br />business if there is no attempt on the part of Collyard <br />to negotiate with that business owner. <br />Collyard stated that he would not want to take <br />someone's existing business, and has never done so. <br />Collyard stated that he would sit down with the <br />property owner and appeal to them that what he is <br />proposing to do is for the benefit of the City. <br />Collyard stated that the development would be a <br />partnership between the City, property owners, and <br />developers. <br />Morelan felt it was important to know where each party <br />was coming from. Morelan felt that condemnation should <br />be used only as a last resort, and for residential <br />property he did not view condemnation as an option. If <br />the developers make a good faith effort on the <br />commercial property, Morelan indicated he would be <br />willing to consider it. <br />Scalze asked if a meeting with the property owners in <br />the area should be scheduled. <br />LaValle suggested delaying any type of neighborhood <br />meeting until a development agreement is received. <br />Morelan asked about a casino being a part of the <br />development as had been commented on in the past. <br />Collyard replied that a casino did not fit into the <br />development plan, and was not something he was working <br />on.
