MINi1TES
CITY COUNCIL
OCTOBER 26, 1994
line fences.
Morelan stated that he was not in favor of changing the
ordinance, and felt the issue was back to whether or
not a CUP should be issued. Morelan reported that he
has discussed the matter with both Mr. McCumber and Mr.
Jackson. Jackson indicated that while he has some
concerns over the barbed wire, his main concern is with
the fence in general. Jackson would like to see some
screening of the property. Morelan suggested that
slats may be a way to resolve the situation.
McCumber pointed out that he would not be here if he
had not gotten some bad advice. If he had known that a
CUP was necessary for the barbed wire, McCumber
indicated that he would have explored other avenues for
securing his storage area. McCUmber reported that he
is currently looking at security systems for the
storage area.
Scalze suggested that perhaps there is another area of
the property where the outdoor storage could be located
and secured legally. If there are other avenues for
addressing the problem, Scalze indicated that she would
like to explore them. Scalze stated that she did not
want to set a precedent by issuing the CUP for the
barbed wire. Scalze suggested that there is a way to
secure the property while still preserving the City's
code.
McCumber pointed out that Mr. Jackson has planted pine
trees along the fence, and suggested that in a few
years the trees will screen the fence.
Scalze asked if McCumber were willing to explore other
options.
McCumber suggested that the City either issue the CUP
or not. McCUmber reported that his is a single issue.
Morelan asked why the ordinance holds commercial
property abutting residential property to the same
standards that apply to residential? Morelan suggested
that the purpose is to acknowledge that certain
industrial land use practices are not compatible with
residential. Morelan stated that he voted against the
CUP previously strictly from an aesthetics standpoint.
Morelan pointed out that Mr. Jackson has indicated to
25
