MINUTES <br />CITY COUNCIL <br />OCTOBER 26, 1994 <br />him that he would be willing to live with the barbed <br />wire if the fence were screened. Morelan pointed out <br />that it takes four votes to approve a CUP, and he would <br />change his vote on the issue if there were agreement <br />from Mr. McCumber that he would screen the fence as a <br />trade off for the barbed wire. <br />McCUmber suggested that he discuss the matter with his <br />wife and Mr. Jackson. McCumber commented that he did <br />not believe he was in violation of the law, however. <br />McCumber pointed out that the mesh on his fence is such <br />that the use of slats is not possible. <br />Morelan suggested that there is some sort of panel that <br />can be installed on the inside of a fence that has the <br />appearance of slats. <br />McCUmber reported that he will review the matter and <br />report back to the Council. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RE50LUTION NO. 94-10-376 - CONTINUING THE MCCUMBER <br />FENCE ISSUE UNTIL THE NEXT REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Scalze, Hanson, Pedersen. <br />Nays (0). Resolution declared adopted. <br />FISCAL Rusty Fifield of Ehlers & Associates appeared before <br />ADVISORY the Council requesting approval of the fiscal <br />CONTRACT advisory contract between his firm and the City. <br />Fifield reported that Ehlers & Associates looks forward <br />to a long relationship with the City. The firm plans <br />not only to provide fiscal advice and planning for <br />issuance of bonds, but to serve as the City's financial <br />consultant as well, providing assistance in <br />redevelopment projects and implementation of the City~s <br />updated Comprehensive Plan. Fifield pointed out that <br />the scope of services provided is outlined in the <br />contract document. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />26 <br />
