MINUTES <br />CITY COUNCIL <br />NOVENiBER 9, 1994 <br />property, or it could be steeper with no encroachment. <br />With the steeper slope the only loss of trees would be <br />those which exist on the City's right-of-way. <br />Desai felt that the improvement will affect the Johnson <br />property no matter which option is chosen. <br />Council reviewed the Engineer's diagrams showing the <br />slope options available to the City. Scalze asked if <br />one-to-one slopes would be maintainable. <br />The Public Works Superintendent stated that MN DOT does <br />not maintain slopes which are greater than three-to- <br />one. These steeper slopes are usually planted, but MN <br />DOT still has difficulty with them. <br />Scalze stated that she would prefer steeper slopes with <br />plantings rather than a wall. <br />The City Administrator stated that the one-to-one slope <br />would work with minimal impact to existing trees. <br />Morelan suggested that the City give the property <br />owners in the area the option of upgrading to a wall <br />improvement if they chose to. <br />Scalze again stated that she preferred the steep slope <br />with plantings, pointing out the existing steep slopes <br />along County Road B-2. Scalze pointed out that the <br />City Code would require a chain-link fence on top of <br />the keystone wall if that wall exceeded a certain <br />height. Scalze felt this would not be aesthetically <br />pleasing. <br />The City Administrator agreed that should the wall be <br />higher than 3 or 4 feet, chain-link fencing would be <br />needed due to code requirements. <br />Pedersen did not believe a one-to-one slope would be a <br />maintenance-free option. <br />Scalze suggested the County be contacted to determine <br />the amount of maintenance they do to maintain the steep <br />slopes along County Road B-2 and whether or not they <br />have a lot of erosion problems with these slopes. <br />The City Administrator asked the Council's feeling for <br />cost participation in the project on the part of the <br />13 <br />
