MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 1994 <br />capital improvement items are park and recreation <br />amenities. <br />LaValle felt that the items which have been allocated <br />are necessities. LaValle pointed out that some of the <br />items in the unallocated column are questionable, for <br />instance the street sweeper. LaValle did not believe <br />that the City could afford to purchase an $85,000 <br />street sweeper. <br />Morelan felt that prioritizing the unallocated items in <br />1998 or 1999 gave the City a 5-year picture of where it <br />is going. <br />The City Administrator reported that there are a couple <br />of other items which could be included in the plan. <br />These include the Jackson Street trail which has been <br />left hanging since the City received one petition in <br />favor and one against. Another is Keller Parkway <br />shoulder paving. In the past the City has assessed <br />shoulder paving costs. The City Administrator asked if <br />these two items should be prioritized in the Capital <br />Improvement Budget. <br />Morelan stated that in the past a lot of trail <br />improvements have been paid for from the 400 Fund. <br />Morelan pointed out that the Jackson Street trail is a <br />Park & Recreation function rather than one of public <br />safety. Morelan felt the same about the Keller Parkway <br />shoulder paving improvement. <br />Scalze pointed out that the City assessed the Twin Lake <br />Road, Little Canada Road, and County Road D shoulder <br />paving improvements. Paying for Keller Parkway <br />shoulder paving would be a major deviation from past <br />policy. <br />Morelan did not believe a shoulder paving improvement <br />could meet the benefits-received test. <br />The City Administrator pointed out that these past <br />shoulder paving assessments have not been contested. <br />Scalze pointed out that trails within a City park are <br />used by everyone in the City. A shoulder or trail in <br />front of an individual home may have more benefit to <br />that property. <br />4 <br />
