MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 1994 <br />Morelan felt that even thouqh shoulder paving <br />assessments have not been contested, the City should do <br />what is right. <br />The City Administrator reported that a neighborhood <br />meeting will be held later this month on the Keller <br />Parkway improvement. If the Council is considering a <br />policy change, this should be decided before the City <br />gets into the improvement process. <br />Morelan felt that an improved shoulder on Keller <br />Parkway was more of a community trail than other <br />shoulder improvements which the City has assessed. <br />The Administrator asked if the consensus was to <br />prioritize the Keller Parkway shoulder improvement as <br />part of the General Capital Improvement Listing. <br />Morelan felt it should be part of the General Capital <br />Improvement Budget. <br />Scalze stated that if Keller Parkway shoulder paving is <br />not assessed and if she were a property owner who had <br />been assessed for shoulder paving, she would want a <br />refund. <br />The City Administrator stated that the City will have a <br />decision on the Becker assessment appeal soon, and <br />given the outcome of that decision, it may be necessary <br />to review the street assessment policy. The <br />Administrator asked if the Jackson Street trail <br />improvement should be included in the 400 Fund. The <br />Administrator noted that that improvement has been <br />ordered and is shown in the Closed Bond Fund #500. <br />Morelan felt it should be prioritized out of the <br />General Capital Improvement Fund as a Park & Recreation <br />General request. <br />Scalze pointed out that it is a part of the street <br />project. <br />Morelan felt the trail improvement was no different <br />than the Westwind trail improvement. Morelan noted <br />that the Jackson 5treet trail was ordered as part of <br />the street improvement only because of the timing issue <br />in that Jackson/old County Road C/Lakeshore will be <br />reconstructed. <br />5 <br />
