MINUTES <br />CITY COUNCIL <br />NOVEMBER 9, 1994 <br />Scalze pointed out that the trail was ordered to <br />address a public safety problem, and this is reason for <br />paying for the improvement from the Closed Bond Fund. <br />Scalze pointed out that the neighborhood opposed the <br />street reconstruction project, and she did not know why <br />the Council would want to reopen the issue. <br />Morelan asked the difference between the Jackson Street <br />trail and the Westwind trail. Morelan felt both should <br />be paid for from the same fund. <br />Scalze indicated that the Westwind trail is entirely <br />within a City park. Scalze pointed out that the <br />Jackson Street trail will serve an extremely high <br />traffic area and is not located within a City park. <br />Morelan replied that the Park Master Plan shows the <br />Jackson Street trail. <br />Scalze agreed, noting that trails along Keller Parkway, <br />County Road B, and County Road D are also shown in the <br />Plan. <br />Pedersen questioned the concern with funding the <br />Jackson Street trail improvement from the Closed Bond <br />Fund. <br />Morelan replied that doing so would leave less dollars <br />for street reconstruction. <br />Scalze pointed out that the Council has made the <br />decision to do the trail. Therefore, the matter should <br />not be sent to the Park & Rec Commission unless it was <br />for comment on issues such as screening and trail <br />placement within the right-of-way. Scalze suggested <br />that the Council may wish to vote on the issue of from <br />which fund the improvement should be paid for. <br />Scalze, Hanson, Pedersen, and LaValle agreed that the <br />Jackson Street trail improvement should be paid for <br />from the 500 Fund. <br />The City Administrator asked if there were any <br />additional questions on the General Capital Improvement <br />Fund. <br />Morelan stated that he felt additional parking at <br />Pioneer Park should be prioritized in the General <br />7 <br />
