MtNUTES <br />C:LTY COUNCIL ~~ <br />NOVII4BER 23, 1994 ~°~~' <br />it was time to get the property owners involved in the <br />project. Lendway reported that he was born and raised <br />in Little Canada, and he does not want to move. <br />Lendway felt that property owners along Rice Street <br />have been left hanging.,: There are a lot of rumors out <br />there.. Lendway felt tb~;;;business owners along Rice <br />Street may have some ic'~as for beautifying the area. <br />Lendway asked that the ~3ty please involve the property <br />owners. _ <br />Hanson reported that resident property owners along <br />Rice Street have expressed concern to him. Hanson <br />pointed out that the Council may use TIF monies to <br />assist in a buy down of Rice Street properties. Hanson <br />also suggested that perhaps the project will have to <br />occur piecemeal. <br />Lendway pointed out that the developer wants to make <br />some drastic changes along Rice Street, and suggested <br />that perhaps subtle changes would still achieve the <br />goals of the City. Lendway again stated that the <br />property owners love Little Canada and want to improve <br />it. <br />Hanson pointed out that the Council had looked to the <br />developer to approach the property owners along Rice <br />Street, work through negotiations, and then come to the <br />City with the results of those negotiations. <br />Lendway reported that he was approached in October of <br />1993 and then again last week with no firm commitment <br />on the part of the developer. Lendway pointed out that <br />this project has been discussed for the past 18 months, <br />and suggested that perhaps it is time to take a <br />different direction. Lendway stated that the business <br />owners would like to sit down with the City to see what <br />can be done to beautify Rice Street. <br />Morelan agreed that the project has been discussed for <br />a long time, and suggested that perhaps the City should <br />have made it move faster. The developer approached the <br />City in June or July of 1993 with his ideas. The ideas <br />looked great for the most part, and the City was aware <br />that it would take awhile to put the project together. <br />However, about a month ago the Council felt that <br />progress was taking too long and asked the developer to <br />come in and report to the Council. At that meeting the <br />developer indicated that he would present the City with <br />11 <br />
