What has <br />been submitted is not ready for execution, and there is <br />not a lot the City canrdo without a development <br />aqreement in place. OtUGQ a development agreement is <br />siqned, the City can g~:~~.active and involved in the <br />project. Morelan felt ~hat it may come to what Lendway <br />suggested. That is, the"`City sitting down with Rice <br />Street property owners'to determine what can be done to <br />improve Rice Street. Morelan apologized that the <br />process has taken too long. <br />The City Administrator xeported that he has informed <br />the developer that he would sit down with him to <br />discuss the development agreement early next week. The <br />developer was anxious to have something to present the <br />Council this evening, however, the Administrator <br />reported that he was not available to meet with the <br />developer today. <br />LaValle stated that he was getting more and more <br />disenchanted with the developer. The developer <br />originally suggested November 8th as a deadline for <br />submission of a development agreement, and the City <br />Administrator suggested a later date in order to qive <br />the developer more time to put the agreement together <br />and staff time to review it. <br />Lendway again expressed concern that property owners <br />along Rice Street have been left hanging for the past <br />18 months. These property owners would like to remodel <br />or make improvements to their properties, but are not <br />sure whether or not to proceed due to the redevelopment <br />discussions. <br />The Administrator pointed out that the project has not <br />taken a traditional path. The City established a TIF <br />District along Rice Street in order to be able to <br />provide assistance to a development should the City <br />choose to do so. That District is a tool. Without the <br />District it would be tougher to get any redevelopment <br />activity along Rice Street. The Administrator reported <br />that the City Council did emphasize the need for <br />neighborhood meetings and the developer involving <br />property owners in the process. That has not happened. <br />The Administrator suggested that the business owners <br />need to operate business as usual and make whatever <br />improvements they deem necessary to their property. <br />The Administrator pointed out that the City's intent <br />12 <br />
