Morelan pointed out that when he sees <br />the excess balances in the Fund with revenues exceeding <br />expenses, that is a pattern that makes him leery, <br />however. Morelan did not believe that recreation <br />programs should be a money-maker for the City. <br />Scalze pointed out that the 1994 excess if projected at <br />only $1,724 which is pretty much right on the mark. <br />Scalze felt that a little bit of excess is right where <br />the Fund should be and tells the Council that the <br />programs are paying for themselves. <br />Morelan pointed out that in 1993 there was a$9,080 <br />excess. <br />The Director pointed out that the majority of excess in <br />1993 was associated with adult softball, and he did not <br />believe it was the City's intention not to have that <br />situation exist. <br />Pedersen felt that if the program was running with high <br />participation and there were surpluses, those funds <br />could be used for special recreation projects or <br />equipment. <br />The Administrator pointed out that the Fund was new in <br />1993, and the Director has been making some <br />adjustments. <br />Morelan stated that he was not concerned with the way <br />things are going, but felt that the Council should look <br />at whether or not it should be reviewing these fees. <br />Morelan stated that it was not that he thought it was <br />necessary, but it seemed the logical thinq to do. <br />Scalze suggested that unless the Council is hearing <br />that recreation fees are excessive, she did not think <br />the Council needed to set those fees. <br />Morelan pointed out that other fees charged by the City <br />are set by the Council. The Administrator agreed <br />except for a few minor fees. <br />Morelan suggested that staff review the policies of <br />other cities in this regard and then make a <br />recommendation to the Council. <br />14 <br />
