MINUTES <br />CITY COUNCIL <br />NOVEMBER 29, 1994 <br />$35,000 rather than put;up a message sign that would be <br />viewed by a small portiolr of the population. Pedersen <br />felt it ludicrous to spend that kind of money on a sign <br />and did not want to have to explain the expenditure to <br />the taxpayers. <br />Scalze felt that the Council should debate and vote on <br />the 10~ Committee recommendations at the December 21st <br />meeting. <br />Pedersen stated that he agreed with the 10% rankings, <br />but that dollars should not be spent until the money is <br />in hand. <br />Morelan pointed out that the message board sign was not <br />ranked. <br />Scalze stated that she would prefer the monument sign. <br />Hanson suggested that the City of Maplewood be <br />contacted to determine the cost of their new sign. <br />Morelan asked about trie Special Park and Recreation <br />Fund, specifically whether or not registration fees <br />should be set by the City Council. Morelan pointed out <br />that the Council sets most other fees charged by the <br />City. Morelan asked what other cities do. <br />The Administrator replied that staff can determine what <br />other cities do. The Administrator did not believe it <br />would be a problem if the Council choose to set <br />registration fees. <br />The Director stated that rather than setting fees once <br />per year at budget time, he would like to reserve next <br />year and make a final decision based on next year's <br />activities. The Director stated that he typically sets <br />a program fee about a month or so before registration <br />for that particular program, and uses past program <br />activity to determine the fee. <br />Scalze pointed out that the City now has a two-year <br />track record with these fees. Scalze suggested that <br />the Park & Recreation Commission should review fees <br />prior to them being presented to the Council. <br />Morelan suggested that perhaps the Council setting <br />recreation program fees was more red-tape than was <br />13 <br />
