MINiJTES <br />CITY COUNCIL <br />NOVEPiBER 29, 1994 <br />there could be a rebate to the City's budget. <br />Morelan asked about the regular employee category under <br />Protective Inspections. <br />The Administrator replied that this is the code <br />enforcement position. <br />Morelan noted the Public Works Superintendent's <br />recommendation that City streets be swept once per <br />year. Morelan stated that he would like to see a <br />closer look at this issue mid-year. Morelan felt if <br />the dollars are there, a second sweeping would be a <br />good expenditure of City funds. <br />The Administrator reported that obviously the <br />Superintendent would prefer to see the streets swept <br />more often. However, a second sweeping not only has <br />dollar implications, but time implications with staff. <br />Hanson pointed out that the Superintendent has <br />aggressively gone after contractors to clean up streets <br />that are being messed up due to construction projects. <br />The Administrator reported that there are still <br />problems from time to time with construction projects, <br />and some cities are requiring a deposit for clean up <br />activities as part of the building permit fee. Then if <br />the contractor does not keep the streets clean, the <br />City uses the deposit to hire someone to do the <br />cleaninq. <br />Scalze suggested that the City ask the experts involved <br />in the Phalen Watershed Project about the optimum time <br />to do a second sweeping. <br />The Administrator replied that mid-summer is probably <br />preferable to fall. In the fall there could be an <br />early snow and then the City is out sanding streets. <br />Scalze asked if all cities were usinq more salt than <br />sand on the streets and asked if salt is more of a <br />pollutant than sand. <br />The Administrator replied that there are environmental <br />issues involved with the use of salt, and clean-up <br />issues involved with the use of sand.
