Scalze did not believe that the City was below the Met Council's guidelines for the amount of low income housing it should have. The Planner reported that this issue will be revisited through the process. He is currently analyzing some housing data that he obtained from staff, and it may be that the City has its fair share of low and moderate income housing. Morelan asked the land use designation for the two mobilehome parks on Rice Street. The Planner replied that the park on the south is recommended as a regional commercial land use while the one on the north is recommended to continue the auto- related land use which would be a continuation of the land use for the adjacent Kath property. Morelan asked when rezoninqs might occur. The Planner replied that the City could take the approach that rezoning actions would occur when redevelopment proposals are made to the City. However, at this point it is important that the City's land use plan reflects future plans for the area. Scalze asked why auto related land use is proposed for the north mobilehome park. The Planner pointed out that that land use is a continuation of the land use of adjacent properties. Also, the property has a relatively narrow depth making other types of land use difficult. Scalze pointed out that there is regional commercial on the south, and suggested that that land use be extended to this property rather than the land use on the north. The City Administrator presented to the Council the 1995 Budget, noting that it provides for a 0% net levy increase over the 1994 Budget.
