MINUTES <br />CITY COUNCIL <br />DECB+IBER 21, 1994 <br />detract from the holding power of the grasses and <br />compromise the stability of the slope. <br />The Engineer stated that she believed the plantings <br />would hold the slope due to their deep root system. <br />Swanson reported that there are children who play in <br />the woods, and he was concerned about their safety on <br />the slope. <br />The Engineer reported that the safety elements of each <br />option had not been reviewed. The Engineer felt their <br />may be concerns with either option, a child falling off <br />the wall versus rolling down the hill. <br />Rose Desai felt that a concern was whether children <br />were able to wait for the school bus on a boulevard <br />area versus on the street pavement. <br />The Engineer replied that there would be a flat <br />boulevard area of approximately three feet before the <br />slopes starts. <br />Morelan asked if it would be necessary to fence the <br />slope. <br />The City Administrator replied that the Code refers to <br />structures. Since the slope is not a structure, it is <br />perceived that it would not have to be fenced. <br />LaValle asked if constructing a two foot high keystone <br />wall would reduce the steepness of the slope, noting <br />that it would not be necessary to fence a two-foot <br />wall. <br />Swanson asked for the opportunity to meet with the City <br />Engineer on the issue before a decision is made. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-12-436 - TABLING ACTION ON THE DIANNA <br />LANE RETAINING WALL UNTIL THE JANUARY 25, 1995 REGULAR <br />CITY COUNCIL MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0).
