MINi7TES
CITY COUNCIL
JANUARY 11, 1995
Administrator were either a part of the December 21st
Council motion, or a part of the preliminary
development agreement.
Fahey suggested that perhaps the project is not as far
as the Council wants to be with it, and that the City
give Mr. Collyard more time to produce the requested
information.
The City Administrator pointed out that his memo
reflects what the City's discussions have been with Mr.
Collyard, but more than the December 21st motion
strictly says. The Administrator felt that the memo
outlined what the Council has asked for as well as the
timeline that the Council established.
The Administrator reported that Mr. Collyard submitted
information this afternoon, but since he indicated that
some of it was proprietary, the Administrator suggested
that he submit the information to the Council this
evening. The Administrator reported that he has not
reviewed the information to determine its adequacy.
The Administrator reported that the program has been
clearly communicated to Mr. Collyard for a long time,
as well as the need for the City to have the ability to
evaluate information to determine whether or not the
project is feasible.
Fahey suggested that the Administrator, Mayor and
Council Member meet with Mr. Collyard on January 20th,
and the results of that meeting be communicated to the
full Council at its January 25th regular meeting.
Scalze pointed out that the City Administrator has been
functioning like an economic development director, and
felt that he had done an excellent job.
Fahey asked that the Council give Mr. Collyard another
30 days for his benefit since he does not have the same
frustration level which they do.
Scalze stated that she had no problem giving the extra
time, but only because the Mayor has not been involved
in the process up until this point.
Fahey stated that if Collyard does have anchor tenants,
the Council should look at that information and meet
with them to find out if they are really committed to
19
