MINUTES <br />CITY COUNCIL <br />J~NUARY 11, 1995 <br />come in with a project. Fahey pointed out that this is <br />a big development, and there will not be a lot of <br />developers coming forward to do a project of this size. <br />Fahey felt the Council must be behind the project. <br />Joe Vitale reported that his family is just as <br />frustrated as the Council is, but after working with <br />Mr. Collyard realizes there are a lot of things that <br />have happened. Vitale stated that the Council has been <br />very patient, and he feels the project is very close at <br />this point. <br />Scalze asked why Mr. Rutzick has not been at any of the <br />meetings given that he is such a large property owner <br />in the area. <br />Vitale reported that Mr. Rutzick has been invited. <br />Collyard reported that there are certain things going <br />on to get the project going. There is a network of <br />investors and developers he does business with, and <br />this project has been considered a tough one to put <br />together. Collyard reported that he first took on the <br />project in August of 1993. He has made headway with an <br />anchor tenant which is a grocery chain and convinced <br />them to stay within the community. He has convinced a <br />drug store to stay in this community. This has taken a <br />lot of time and convincing. Collyard reported that to <br />some degree he has understood what the City is asking <br />for, but to some degree he has not. <br />Collyard reported that he has made a mistake or two <br />along the way, but when he tells someone he will do <br />something, he does it. Collyard reported that there <br />are some people he is working with on this project that <br />he does not wish to comment on at this point. Collyard <br />also stated that this type of project is not <br />accomplished within a year. <br />Collyard stated that the project will get done, but he <br />needs the Council's support and some time. This <br />project requires systemic processes. 90% of the <br />information requested will be brought to the City. The <br />project will get done upon variation. Collyard stated <br />that he will not go into someone's house and say you <br />lose. He will explain the benefits of the project, <br />what it means to them, what it will accomplish for the <br />City, and the fact that the property owner will be <br />20 <br />
