If the pawn shop did not exist in <br />Little Canada, the Sheriff's Department would be <br />looking in another city for the stolen property. <br />Pedersen felt that the fee seemed excessive, and <br />pointed out that one of the duties of the Sheriff's <br />Department is to look for stolen property, regardless <br />of whether or not the pawn shop exists. Pedersen felt <br />it was too large an increase to go from $1,800 to <br />$8,000. <br />Scalze felt the nature of the pawn shop business was <br />different than other businesses, and they generate the <br />need for more investigations for stolen property. <br />Scalze stated that the fee is a user fee. When the <br />current fee was first established, the City was not <br />sure what the costs related to this business would be. <br />Scalze felt that the City should recover costs from a <br />business such as this that is generating the expense. <br />Fahey felt it common to charge for the types of <br />services that are required by a pawn shop. <br />Pedersen suggested that this would mean that liquor <br />license fees are grossly under what they should be <br />given the impact on services related to alcohol-related <br />calls. <br />LaValle stated that he agreed an increase to $8,000 was <br />too high all at once. LaValle felt that 14 hours per <br />month seemed to be a lot of time spent on this <br />operation. <br />Morelan felt that the fee should be based on the 14 <br />hours spent by the Sheriff's Department pointing out <br />that the Department would be required to investigate <br />stolen goods whether the City had a pawn shop or not. <br />Morelan felt that the $1,000 portion of the fee for <br />administration charges was too high and recommended <br />that be reduced to $500. Therefore, it was Morelan's <br />feeling that the fee should be set at $6,500. <br />Wedemeyer stated that he agreed the current $1,500 fee <br />was too low. Wedemeyer reported that he has a good <br />relationship with the Ramsey County Sheriff's <br />Department, and if the Investigator says he spends 14 <br />hours per month related to Lincoln Pawn, then he would <br />believe that.
