MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />Stauff questioned that $20,000 figure. <br />The City Engineer replied that a small patchinq project <br />is very expensive. Also, because the Highway 36 ramp <br />is so close to Viking Drive, the water main is forced <br />into the street area along the curve. That area as <br />well as crossings for the two hydrants will need to be <br />patched. <br />The Administrator reported that the City is hoping that <br />the estimates are high. Everyone realizes that the <br />project is expensive and does not take the matter <br />lightly. The Administrator pointed out that the City <br />has been redoing its assessment policy in order to keep <br />assessment rates to property owners at a minimum. A <br />few years ago the assessment for a project such as this <br />would have been approximately $70 per front foot. <br />Scalze asked if the City would have a more definitive <br />answer on the location of the cul-de-sac by the time <br />that bids are received. <br />The Administrator indicated that the placement of the <br />cul-de-sac will be determined in the design phase of <br />the project. <br />Mrs. Gustafson felt that speed limit signs should be <br />placed on Viking Drive. <br />Morelan felt it in the best interests of the City and <br />property owners to spend the extra money now and have a <br />road that will last for 20 to 30 years rather than <br />patch the street as part of the water main project. <br />Morelan pointed out that only three property owners <br />have indicated that they are opposed to the road <br />reconstruction, and he would assume that the other six <br />favor reconstruction or are comfortable with whatever <br />decision the Council makes. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-1-15 - ORDERING IMPROVEMENT NO. 94-5, <br />VIKING DRIVE EAST OF EDGERTON STREET BY WATER MAIN <br />IMPROVEMENT (ALIGNMENT #2B) AS WELL AS STREET <br />RECONSTRUCTION, CONCRETE CURB AND GUTTER, AND STORM <br />DRAINAGE FACILITIES, AND AUTHORIZING PREPARATION OF <br />PLANS <br />10 <br />
