MINUTES <br />CITY COUNCIL <br />JANUARY 18, 1995 <br />contributed $117,000 toward the cost of the Edgerton <br />water main. That project cost was initially estimated <br />at $3,800 per lot and was assessed at approximately <br />$2,900 per lot. <br />Morelan pointed out the Council's work in draftinq an <br />assessment policy. Morelan also noted that the City <br />can legally and morally assess a property an amount <br />equal to the benefits received from the project. In <br />developing an assessment policy for single-frontage <br />areas, the City looked at recent expensive water main <br />projects which went in. It was felt that single- <br />frontage properties should pay at least that amount. <br />This is how the $4,600 per lot was arrived at. If the <br />City did not subsidize single-frontage projects, it <br />would either have to assess more than it can legally <br />and morally, or the project just would not happen. <br />Morelan felt that in the metropolitan area, property <br />owners have the right to expect water to be available <br />to them. <br />Schwabach asked why the City's share in these projects <br />did not come from general taxation. <br />The Administrator reported that the water tower and <br />initial distribution system are being paid for through <br />general taxation, and will continue to be until those <br />bonds are retired. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-1-17 - ORDERING THE IMPROVEMENT OF <br />KELLER PARKWAY LYING BETWEEN A POINT APPROXIMATELY 700 <br />FEET NORTHEASTERLY OF LITTLE CANADA ROAD AND ARCADE <br />STREET BY WATER MAIN IMPROVEMENT CONTINGENT ON THE <br />KELLER PARKWAY STREET IMPROVEMENT PROCEEDING BY THE <br />COUNTY, AND AUTHORIZING THE PREPARATION OF PLANS <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Pedersen, LaValle, Fahey. <br />Nays (0). Resolution declared adopted. <br />ADJOURN Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-1-18 - ADJOURNING <br />25 <br />
