The <br />Administrator pointed out that City's street assessment <br />policy has been applied to cost estimates for street <br />reconstruction and staff is confident that the cost of <br />this project will not exceed $45 per assessable foot. <br />Fahey asked if the water main would be looped. <br />The Engineer replied that it would not. In order to <br />loop the line, it would have to be connected to County <br />Road B-2. That connection would be too expensive. <br />The City Administrator reported that as part of the lot <br />split approval for Parcels A and B, the property owners <br />were required to sign Waivers of Right to Appeal <br />Special Assessments for a water main project. <br />Morelan asked about the possibility of the State turn- <br />back dollars being used to offset street reconstruction <br />costs for the property owners. <br />The City Administrator recommended that these dollars <br />be used to off-set the City~s costs. The Administrator <br />pointed out that the street assessment policy <br />establishes the assessable rate for the property <br />owners, and the City is already subsidizing the cost of <br />the reconstruction. The Administrator also reported <br />that the turn-back dollars are minimal, possibly <br />$10,000. <br />Walter Gustafson pointed out that Option 2A provides no <br />dollars for street costs. <br />The City Engineer replied that sections of the street <br />would be disturbed under Option 2A. Those disturbed <br />areas would be replaced at the same thickness as the <br />street is now, and costs of doing so would be <br />considered part of the water main project. <br />The City Administrator pointed out that the cost <br />implications for a 100 foot lot are estimated at $4,600 <br />for water main and $4,500 for street reconstruction. <br />Morelan asked how much of the $104,000 for Option 2A <br />would be patching. <br />The Engineer relied that under Option 2A patching costs <br />are estimated at $20,000. <br />4 <br />
