MINUTES <br />CITY COUNCIL <br />J.~NUARY 18, 1995 <br />reconstruction project would involve a new road with <br />new base and pavement. <br />Scalze asked if the State turns back the road right-of- <br />way to the City if there would be enough room to <br />position the cul-de-sac on the City's right-of-way to <br />avoid trees. <br />The Engineer stated that he was not sure where the <br />State would draw the right-of-way line as of yet. <br />There was no one present from the general public <br />wishing to comment further on this matter. <br />Upon motion by LaValle, seconded by Morelan, the public <br />hearing was closed. <br />LaValle pointed out that the assessment policy <br />established a$45 per front foot assessment rate for <br />property owners. <br />The City Administrator estimated the rate for the <br />Viking Drive property owners in the $40 to $45 per <br />front foot range. Should bids come in low for the <br />project, the benefit of those low bids would accrue to <br />both the City and the property owners. <br />Gustafson asked when the water main project would <br />begin. <br />The City Engineer anticipated construction to begin in <br />the Spring, with completion by the end of August. <br />Kreeger asked if entry would be maintained for the <br />property owners during the construction. <br />Fahey replied that access would be kept open for both <br />property owners and emergency vehicles. However, <br />access may be inconvenient at times. <br />The Engineer reported that at most access may be closed <br />for a few hours during the working day, but not for <br />long periods of time. <br />Rector asked how property owners would pay for the <br />project. <br />The City Administrator replied that the property owners <br />8 <br />
