MINUTES CITY COUNCIL JANUARY 25, 1995 need some advice on whether the development as proposed is a positive or negative for the City. Perhaps there are advantages and disadvantages that the Council should know before finalizing the plan. Collyard pointed out that the various tenants have had marketing data put together, and if that data was not favorable, they would not want to be involved. Fahey pointed out that perhaps the City wants the cottages, but maybe it doesn't. That is an issue that must be decided. However, Fahey suggested that the City look at the numbers first before that issue is debated. Morelan commented that at some point the City must determine what is best for the City. For example one of many questions which must be answered is, "Does crime come with a movie theater?". Collyard reported that these are the same issues he is lookinq at. Collyard reported that he will give the City his input and there can be some discussion and exchange on these issues. Morelan stated that before he feels comfortable signing a preliminary development agreement, he would like more information on Collyard's resume. Perhaps this can be addressed in the subcommittee level. Morelan also asked for additional information on the Venetian Development Corporation, such as the officers, recent financial statement, etc. Fahey suggested that the information be given to the City Administrator. USE OF Mr. Jerry Boog appeared before the Council requesting PIONEER permission to use Pioneer Park for a fund-raising PARK FOR tournament for his fast-pitch softball team. The SOFTBALL team is a Little Canada team. There would be no sale TOUF2NAMENT of alcohol at the tournament. Morelan suggested that staff determine what liability issues might fact the City. Boog reported that ASA umpires would be used, and they would cover their own liability insurance. Also, the 29
