With regard to <br />the Superintendent's question, Fahey stated that he <br />would not want to voluntarily grandfather anyone in. <br />The employer should be able to terminate management <br />personnel without cause. <br />Morelan asked if the Personnel Policy would be <br />addressing seasonal employees. <br />The Administrator replied that he is developing <br />separate work rules for seasonal employees. <br />It was noted that the Personnel Policy excludes City <br />Council members. However, the Administrator felt that <br />certain provisions of the Policy, such as reimbursement <br />for travel expenses for City-related business could <br />apply to the Council Members as well. This can be <br />qualified in the Policy. <br />It was pointed out that there are some typographical <br />errors in the Table of Contents. On page 1, 4th <br />paragraph, the phrase "in any way favored" should be <br />eliminated. It was noted that full-time positions <br />should be referred to as ~~Permanent Full-Time <br />Positions" throughout the entire Policy, and part-time <br />should be "Permanent Part-Time Positions". On page 4, <br />4th paragraph, short-term temporary should be referred <br />to as "Short-Term Temporary (Full-Time and Part-Time)". <br />Fahey suggested that page 5 mention the requirement of <br />a drug test for newly hired employees, and that a <br />psychological evaluation may be required for department <br />head positions. <br />On page 7, the word '~Public" should be changed to <br />"City" in the second sentence. On page 8, the third <br />paragraph under "Procedure" should be eliminated. On <br />page 9, the last sentence should be eliminated. <br />On page 10 the phrase ~~of work" should be added after <br />reference to the 8 hour work day and 40 hour work week <br />in the first sentence of the first paragraph. <br />Pedersen expressed concern that in reading the <br />Personnel Policy he felt it too bureaucratic and <br />negative. Pedersen felt a more goal-oriented document <br />would be preferable. <br />3 <br />
