MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />The City Administrator felt the Policy gave the City a <br />legal basis for defining employment expectations, and <br />that the Policy could be used as an introductory <br />document for newly-hired employees. <br />Morelan felt that the document was necessary. Fahey <br />agreed and did not believe it was overly comprehensive, <br />was mater-of-fact, and not negative. <br />On page 12, it was felt that the word "employee" in <br />paragraph A should be changed to ~~designated hourly <br />personnel". <br />With regard to overtime and compensatory time as <br />described on pages 13 and 14, LaValle asked if <br />department heads currently get comp time or <br />administrative time. <br />The Administrator reported that his contract says that <br />he gets no comp time, but that he may be excused from <br />time-to-time in recognition for hours worked in excess <br />of 40. The Administrator reported that the language of <br />the Personnel Policy with regard to comp time is not <br />meant to imply inflexibility. <br />LaValle felt administrative time off with approval <br />would not be out-of-line. <br />The City Administrator felt that abuses of comp time <br />can occur, and he would like to avoid comp time within <br />reason. The Administrator stated that he felt a <br />situation where a department came in two hours late one <br />morning because he or she worked two hours late the <br />night before was O.K. However, taking off three weeks <br />of accumulated comp time did not seem acceptable. <br />The Park & Rec Director reported that he was a little <br />dissatisfied with the Policy as written on this <br />subject, and has discussed his feelings with the City <br />Administrator. The Director pointed out that the <br />current Personnel Ordinance does not address his <br />position relative to Comp Time. The Director felt that <br />his position differed from those of the City <br />Administrator and Public Works Superintendent since 80% <br />of the recreational activities the City sponsors occur <br />outside the normal work day. The Director felt that <br />because of this he had to put in a lot more hours <br />outside normal office hours. <br />4 <br />
