MINUPES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />cities to with regard to comp time for department <br />heads. <br />The Director felt that 45 hours per week was not out- <br />of-line. However, the position is requiring more than <br />that, and the Director felt that it was a little unfair <br />that he not receive some comp time in recognition of <br />those additional hours. <br />Scalze asked if either of the assistants put in <br />additional hours when the Director was on vacation. <br />The Director replied that he directs phone calls to the <br />assistants, but neither put in additional hours. <br />Morelan agreed that exempt employees typically put in <br />more than 40 hours, but agreed if an exempt employee <br />was consistently putting in more than 50 there was <br />something wrong. <br />Scalze suggested it might be possible to get some extra <br />hours out of the assistants. <br />Fahey stated that there was no good answer in a City <br />this small, and work does tend to pile up when an <br />employee is on vacation. Fahey felt that the City <br />should find out how other cities address this <br />situation. Fahey stated that he would lean toward <br />giving the City Administrator some discretion in <br />granting comp time off to department heads. The <br />problem is how is it measured. <br />The Director stated that he would be comfortable with <br />the City Administrator havinq some discretion in this <br />regard, but from his discussions with the <br />Administrator, it appears he is not. <br />The Administrator stated that he would like an <br />understanding of what standards would govern. <br />Fahey felt that a little more checking with other <br />cities may provide some standards. <br />LaValle suggested that at budget time next year it may <br />be time to provide for a full-time assistant if the <br />Director is putting in over 50 hours per week. The two <br />part-time assistant positions could be replaced with <br />one full-time assistant. <br />6 <br />
